I think the G27 is probably the universally accepted "best bang for the buck" wheel/pedals.

By best cheapest I mean a good one that is good for the price. 

If you want to bang through gears with a clutch (which is the only way you should!) then the logitech g27 is the best bang for buck out there no doubt.

900 degrees. So two and a half times to each side. I have the Driving Force GT myself, and I love it. Best wheel for the money if you're not looking for one with a clutch and gear shifter. If you're into that then there's the G27 brand new, but you might be able to get yourself a comparably great deal on a used G25.

You might want to look into a used G27. Mostly they go around 150$ second hand.. :)
