So I just finished building my first pc and I started installing windows 8.1 and its been 'Finishing up' for about 30 mins. Is this normal or should I restart?

I would give atleast an hour before you do anything.

An AMD cpu has no place in a solely gaming build, end of.

mh no. My win8.1 installation was done in ~20mins alltogether.
