Anything under 90c is safe. Higher temperature can reduce a gpu lifespan but it doesn't matter most of the time.

Because the stock 290(x) uses so much power and the cooler kept it at something like 90c stock with the fan running pretty hard.

i never have 90C temps around 70-80 and no the cooler doesn't sound like a turbine

Because you didn't have the stock cooler like I said... The chip itself is decently hot and uses a bit of power, but the biggest problem was that the reference cooler was so bad.

Nvidia default temperature target is 80c but anything below 90c is still ok.
