I remember hearing something a while ago about somone inventing a sub flash drive that surges your computer with power therefore breaking the computer. What was this and how did it work (this is for educational purposes only, no malicious use is intended)

Not exactly a flash drive, but a flash drive sized USB device that just ran a reverse current back through the ports. It was a popular story online for a long time about the killer USB, but there's not really a way to do it with a flash drive. Some research group though did make one similar attempting to replicate the story.

I seem to recall one that would charge capacitors and the send that power back at the motherboard

That could cause some real damage.
