Okay, so the 'facing up' is a downdraft cooler which will worsen overall airflow but will provide better cooling to the VRM and RAM etc.

Generally you'll get better airflow and better cooling performance with a sideways cooler.

 

Also, there's the option of an AIO water cooler.

the ones that face up are smaller and not as good.

An AIO would be a good choice for you since it won't block the window, but won't affect performance negatively (this is of course assuming you have an overclockable cpu -- if you don't then even a stock cooler would be fine).

I want to get a water-cooler but don't have the money right now, I was looking to see if there was any good white cpu coolers that face up for like £15-20

you can orient the 212 however you want

I suggest Xigmatek's Apache-III CD903 for AMD-sockets or Praeton LD963 for both AMD and Intel sockets.

 

I haven't had any experience with these, but the should offer a slight temperature decrease compared to the stock coolers.

Reduce > Reuse > Recycle

the 212 evo can go up top right or left relative to you
