Yes its in a heist mission. After completing the heist setup you can purchase it for 3million.

Just a tip when you're doing the heist.. MAKE SURE THE GUY FLYING THE HYDRA KNOWS HOW TO LAND IT... I was playing yesterday and the darn guy that was flying it took forever to land it... I started growing impatient since everyone but him was landed.. and i flew around and then I accidentally crashed into a crew member

that's a setup mission, i screwed up yesterday aswell in the last setup "deliver emp" after like 7 tries of figuring out what we were spouse to do, we finally killed all the enemies without getting caught, all i needed to do was go park the insurgent inside the factory on orange circle, i decided to drift it, i landed it, but i ran over my teammate, tho he had like a good minute to move.
