Gta 5 problem

On the settings menu it feels like my mouse is delayed when I move it, is that how it is meant to be?

I dont think you cant but there could be a fix in the future, Be aware gta 5 is really new release right now and people are having many problems

So in game im limited to 30 fps because it never goes above 30 fps all the time it is on 30 fps no drops

In game settings turn your vsync off that may be the problem

No.

U only get 30 fps after the first loading screen. Then u see "gta story mode, online, settings etc" in bottom right corner.

U pick Story mode or online and then there is another loading screen which takes u to either story mode or online where your Fps is not capped.

I always quickly choose "online mode" and if i need to change my settings i do it while im ingame so my mouse cursor is not laggy.

If your fps is still limited to 30 / 60 /75 then thats because of Vsync depending on the refresh rate of yiur monitor.

if you get more than 60 fps turn vsync on it actually helps alot for gta 5 because there is alot of tearing

No, it shouldn't be half, what half means is you have helf of your refresh rate fps, so if you have 60hz monitor, you would end up witch 30fps as you're saying, setting vsync to on will sync with your monitor refresh rate (60 fps for 60 hz for example.) and turning vsync off will unlock fps. Having vsync on may result in input lag

I noticed some lag in the menus as well. No vsync on and I get about 70fps in game constantly but at the pause menu my mouse seems to be a bit delayed. My FPS counter shows about 100fps at pause menu.

In the menu and the MENU only, I get 30 FPS capped.  When I log on a pick Online or Story mode, it shoots back in the 60+ FPS

Menu only as mentioned above is 30fps no matter what you do.  Annoying and doesn't seem to be a way to change it.

Use a program like riva tuner statistic and cap ur fps. I capped mine to 121fps. And now i never get shuttering And lag on menu screen.
