Best Hardware for Video conversion

Building a new build that will be used for web browsing and converting video files from WMV,MKV,AVI to DVD files.

 

What will help improve the quality and speed of such tasks?

 

From the research ive done, any multi-core cpu will suffice but just want some more opinions.
