R9 280 GTA5 Performance Issue, not full load

I'm having trouble running GTA at 60 FPS. Rig is R9 280[OCed, latest beta drivers], FX 6300, 8gb ram. No matter what settings i put it on wether it be high or normal or low resolution fps stays the same. I ran MSI afterburner while playing GTA and i noticed then neither CPU or GPU were at full load, some cores were 60-80% some 80-90% and gpu didnt even go above 65%. I have a friend that has r9 270 and fx 6100 and can run the game on normal-high 60 fps. any suggestions?

You have a friend with that hardware playing at those settings with 60fps?

Pretty CPU-heavy game. I'm not able to load up my CF 7870 + 7850 properly with a 4690k @ 4.5Ghz without hitting the VRAM limits :D..

What temps were you getting?

What temps were you getting?

Max 66c on GPU and around 55c on CPU

A GPU not reaching full load is usually the indication of a CPU bottleneck

I know it's a pretty cpu heavy game, but shouldnt it at least be at full load?

Well yes I could make it GPU-bound(getting a gpu with more VRAM but equal performance otherwise) but as I want to run the game @ 60fps I'm always held back by the CPU as all of my current FPS drops are caused by lacking CPU-power.

Well if the game can't utilize all of the cores properly, naturally they won't be fully loaded.

or bad driver/game since i have 2600k @4.5(even stock does the same)  and the gpu doesn t go above 50% causing massive stuttering and frame drops  . CPU load is 60/80 . My firend has 2600k stock and 770 and he has no problems . I have no explanation for this behavior

What clock speed is your CPU running at?  You need atleast 3.9-4.0GHz to really push the game to 60.

 

Also I say this in every thread, but please download display driver uninstaller and do a fresh, clean install of the latest drivers.  You have no idea how many times this fixes these sorts of issues.

 

Your GPU won't be fully loaded ever in this game, but you can easily attain 60 FPS.
