Is iPhone unlocking a real thing?

Hi, I was looking through eBay where people sell iPhones with a bad ESN, that's not a problem for me because I'm planning to use the phone internationally, but it's usually locked to a Carrier (AT&T, Sprint, Verizon etc.) I have found websites where people say you can "unlock" your iphone to any carrier but I don't know if it seems legit.

In the websites they tell you to send the IMEI number of your phone, wait, and when they tell you, just connect it to iTunes and it will be unlocked. Here is a demonstration video of how they claim it to be:

Is this a real thing or just a scam? Have you tried it? Can you recommend me a legit website?

I had my iPhone 4S unlocked through a tweak I installed from Cydia after I jailbroke it. Originally, my phone was bound to Verizon, but I was able to unlock it to any CDMA carrier.

If it's fully paid off, then it can be legally unlocked.

If its not fully paid off and not on Verizon nor TMobile (the two factory-unlocked carriers) then yeah, jailbreaking will unlock it.

My arsenal: i7-9700k Gaming Rig, an iPhone, and Stupidity.

Well, if it's a iPhone 5 or higher, Verizon models are factory unlocked. So just look for those and avoid the possible BS of these unlocking services.
