I have built a new pc and when I use it normally it works fine but when i try to record or live stream a game mainly minecraft it lags a lot and droppes down to 14 fps from 50. I record in obs and have tried changing the settings but i cant get it to work.

Please Help

Streaming is CPU heavy, relatively speaking. I don't think the athlon can stream too well. Also, your internet upload speeds need to be decent for streaming to prevent lag (not fps dips, that's probably the cpu issue). You can try to stream at lower birates and lower quality to see if it works.

hows the CPU and GPU usage looking? 

Seems like a bottleneck
