Windows 8.1 not updating lock screen?

My windows 8.1 isn't updating the lock screen and the account icon is rejecting all the picture i want to set it as

My PC Specs: CPU: Core i5 4590 @ stock speeds, GPU: RX 480 8GB, RAM: 16GB DDR3 @1600mhz

 

Case: Zalman ZM-T4,Motherboard: GigaByte GA-H81M-S2H LGA 1150, HDD/SSD: 2TB Seagate Expansion drive, 1TB Samsung Portable HDD, 160gb Intel SSD, PSU: 550w corsair cxm

The account picture has a max size of 5mb and is recommend to be 448x448 

Do you get any kind of error when changing it have you looked at the system and application logs in the event viewer?

You might have an issue with the C:\ProgramData\Microsoft\Windows\Systemdata folder. 

More info will help.

Wait, people using PCs other than tablets use the lockscreen? I just disabled it and the login page so it just boots to the Start screen.

I don't know much about windows... I know how to use it but anything else... no clue :(

I use the lock screen as well as the slideshow.
