Windows 7 keeps changing boot drive letters

I have 320gb drive and just shrinked partition c (windows 8.1) and created partition e ( windows7). Now after installing win7 and drivers I can't boot into win 7 because it changes win7 partition to f, win 8.1 partition to e and system reserved to c. I also have 2nd hdd which remains as d. I tried reassign letters in Windows repair command prompt but it just doesn't save those settings. Any help?
