is there a way to put noctuas on a reference r9 290?

Bad idea. The VRM and memory modules need cooling too.

any other way to make the reference card quieter?

The fins are bent in a way that doesn't easily allow a strapped fan to push air through them. You'd have to replace the heatsink or individually straighten them.
