Not really. Download is more issue with ping. Reason why 8/2mb internets were popular here some years back.

Nope, you could have a 200Mbps upload speed with 500+ ping.

You are limited by copper, you want less ping?, you have to go fiber or get closer to the server.

Ping and bandwidth are kind of completely different metrics.  They usually go up and down together simply due to better technologies needed to increase one often increase the other by default.  But ping measures latency, which is how fast you can send a message and receive a response.  Where bandwidth measures how much data you can send at one time.  So you could potentially send huge amounts of data, but the round trip is slow, or send small amounts of data but the round trip is really fast.  But changing one won't automatically change the other.  You can't trade one for the other.
