Right now I have a Dell Optiplex 790 with an i5-2400, 12gb of RAM, 2 SSDs, a HDD, and a Radeon HD 5450. I figure it's time for an upgrade. The motherboard's PCIe slots are nerfed, so that will need to be replaced, and it's a low powered PSU, so if I want to get a new GPU, it will need replaced.

My budget is $500, I've already got my case picked out outside of this budget, the Fractal Design Define R5. I'd like to keep this build near silent.

Upgrade that bloody GPU (it was my first gpu and it is horrendous) to something like a 290x/290/970 

Get a seasonic/EVGA (i would go with evga if you want bang for buck) for PSU (something like a 500w for 970 and a 600w for a 290(x))

And a cheap h series mobo

Corsair cx or cs psu and a z97 mobo. Then spend the rest of your budget on a gpu

Woah, Z97 for an LGA1155 cpu?

1. Get a cheap, second-hand Z77 from any where you can find (it's better to have it support SLI)

2. Get a GTX 970

3. Get a better PSU, I suggest Seasonic S12II 620W or 520W if you can find one

I had completely forgotten the greatness of eBay/Craigslist, hopefully I can find a good Mobo on one of those sites.

 

I'm seeing alot of suggestions for R9 290s, I want a near silent build, and most of the reviews I've seen on the R9 290s is that they are loud under load even with triple fan cooling solutions. If anyone has a quieter option for the R9 290 at load, or if I'm completely wrong about say, the GTX 970 is just as loud at load I'm open to suggestions.
