is says on that site that i need around 450 watts of power but upon further inspection, it says on my video cards website that it 'requires' 750 watts! can this be true?

Read somewhere that 290x actually needs about 395 watts. But the website also recommend 750 watts. So I guess you could get something like 500 - 600 watts psu if I'm not wrong.

It'll draw 450, nice to have some head room and the site manufacturers site takes into account that you could have some power hungry monster of a rig. So no, you don't need 750W

both, i'm just about to start it as my first build

Ok in that case you need to pick a different motherboard and GPU for us to see pricing or give a budget. I've already had a play around and think I've improved on it but it depends on your budget or the cost of the parts you listed with no price.

A quality 550W will do you fine, nothing of the Corsair CX/RM/CS rubbish, a quality OEM/brand like Seasonic OEM Antec PSUs, SuperFlower (OEM) PSUs etc
