Since it will be free for people with Windows 7, could you use windows 10 on another device?

PC SPECS: Athlon 860k, MSI 380 4GB, 8GB memory, 1TB HDD, Fractal Design Core 1000

no; its only for the device that has Win 7 installed.

You wont get a new licence key, you have to upgrade the existing PC to windows 10

So if I have a hard disk failure more than a year after the upgrade, do I have to go back to Windows 7?

i think not. they probably just update your activation code to W10

There will probably be some tool that allows you to create your personal ISO with the key of your current Windows 7/8.1 installation.
