MSI Gaming 970 max temp is 64 degrees. No overclock.

have you reinstall the nVidia drivers?

 

what PSU you got?

What should my hardware monitor voltages say for the gpu?

i was asking if the wattage of the PSU

 

coz a poor PSU may also cause the image roblems
