Ever since I upgraded from my gtx 760 to a 780 ti, I've having really weird issues with cs go. Firstly, when I was running on a 760, I would constantly be in the 200-300 fps range on max settings. Now on a way more powerful 780 ti I'm constantly in the 100 to 120 range which is made weirder by the fact that changing graphics setting does nothing to help or hinder it. Whether I'm cranking max or lowest settings, the fps always stays in that range. Even going 1080p to 720 did nothing.

Another issue that has plagued me since upgrading gpus are these random microstutters that send my game down to the 20-40 fps range and conveniently manage to occur when I'm getting into a firefight. It's incredibly frustrating to deal with. 

I've tried a variety of fixes including reinstalling, updating audio drivers, updating my bios, running at different resolutions none of which have helped to bring my fps into a comfortable range. Any help is appreciate.

 

A friend suggested my cpu might be bottlenecking so I look a cpuid I see my cpu temps are at a stable 28 degrees c, but on cpuz I notice it's running at its full core speed of 4 GHz. Would this be indicative of this phenomena? If so, how come this issue is just coming up now after 2 years of running the game perfectly fine?

My specs are as follows-

Amd fx 8350
Gtx 780 ti
16 gb ram
990 fxa gd 80 mobo
7200 rpm hdd 1 tb seagate
