Is it safe to connect used Iphone 4s too PC/WiFi?

Hi all,

 

So a few days ago whilst on Ebay I found a used Iphone 4s for £64 inc p&p. The listing was from a seller with good feedback and a 14 return from the seller. 

 

However I have to active the phone as it's been reset to factory settings. But my question is, if it's safe to just connect the phone to my PC or WiFi to activate it.

 

Also I know the software architecture of both the phone and my PC isn't the same and it is unlikely anything unwanted could happen. But you can never be too sure. So I just wanted a second opinion.
