Best Build for $700

Hi guys my uncle wants me to make a build that beats the pre built he wants to buy.

I am in the US, I live near a Micro Center and the build will need to run everyday tasks on 4 monitors.

I don't need a mouse or keyboard for this.

Best bang for the buck IMO. Pretty upgradable. R9 290 + overclockable i5 is a great combination. You can add an SSD later, get up to 32GB RAM, get a 5th gen processor if you needed. You should buy an aftermarket cooler to overclock though. This includes a Micro Center CPU + Mobo combo for $250.
