So my 770 can overclock to 1070mhz, at a smouldering 82c. Looking at what Linus could do with the 960 getting it past 1500mhz, does that mean that it will perform better than my 770? Would I be better off with a 960 and overclocking it instead of my 770? Also I am really considering it because my room gets INSANELY hot after just a couple hours of gaming.

The GTX 770 is a better card than the GTX 960.  You would be downgrading if you got that new card.

The 770 is only 10% better in benchmarks, but that is non overclocked. The 960 is capable of a better overclock but is it enough to beat a non-overclocked 770?

It's not worth upgrading for the small amount of performance you might get. You're 770 is still fine for 1080P.

another option would be to sell your gtx 770 and buy gtx 970
you would get huge performance boost even at 1080p resolution .

well if you really needed to buy a new gpu like right now well just buy 770 but... if you don't needed it right now just wait and buy 970 anyway because it has more vram (3.5GB) or if you have more time probably wait for amd r9 380

keep the 770. push the voltages a little and see what you get. mine runs stable at 1180mhz it get to about 87c but that's still not hot enough for me to worry about. if i was I'd adjust the fan curve more. at 85% fan it won't go above 75c but sounds like a jet fighter lol

I somehow doubt that you run 1866MHz without artifacts or crashing..
