No. Plug a turned off psu into a connected socket. Otherwise you're good.

Why would the wall socket have to be on. It can be off, it will still ground the PC.

idk, I've just been told that by everyone I've asked, and multiple google searches say to do it, so I did it and I was fine

This really depends on the country as Ireland and the UK have a dedicated ground connector on the socket that is always used...(bar double insulated appliances) while other countries have sockets where they might, might not use a dedicated ground and strictly speaking there are 2 types of ground used in electronics. in ireland and the uk it doesnt matter at all if the socket is in the on or off position you will still be grounded and as for the psu it doesnt matter if its in the on or off position on the switch as unless you bridge it it wont turn on.

Why would the wall socket have to be on. It can be off, it will still ground the PC.

The ground must be actually connected though. You can't plug in to a dummy outlet.

So I'm kinda scared to ground myself and I want to make sure I'm doing this right. Plug in my psu into a turned off power socket. Alligator clip to the metal fan outside, Wrist strap on. then im safe and continue building?

I have a anti-static wrist strap that plugs directly into the wall socket. Those are usually the safest ones as you dont have to worry about if the object you attach youself to is grounded or not.

Static shock Is always going to be a difference in voltage between you, and what you're touching. As long as you regularly touch some bit of metal of the computer your building (pretty much unavoidable) you'll be fine. Linus's bit about having an ESD on his ankle is so much Bull S*%t. if you don't believe me check his garage war videos.

Or don't bother, my Western digital caviar 365mb hard drive still worked when i threw it out. Had been in about 20+ machines.

My Nvidia MX440 worked fine when i threw it out. Had been pulled from and inserted in to systems probably 50+ times.
