I have a cs550m 550w psu and I would like to overclock my GTX 970 and i5 4690k. Will it work?

It will be perfectly fine with your system overclocked. With both GPU and CPU fully loaded, you won't pull more then ~400W from the PSU with a single 970 rig, even when overclocked.

Simply perfect. You'll face no problems with that PSU for overclocking.

upgrade your pc parts

That doesn't really make sense. Upgrading does not necessarily mean using more power. My friend upgraded from a GTX 560Ti to a 970, and the 970 actually uses less power then his old 560Ti while giving much more performance.
