Technically, yes but they are designed to be used a lot so you should be fine.

How do you cool the gpu adequately without wc it?

Get an after market cooler. What are your temps?

How do you cool the gpu adequately without wc it?

The cooler a GPU comes with is capable of keeping a card cool under most circumstances when they are clean. Keeping the cards clean is a best way to ensure that the coolers are operating at optimum efficiency. If your ambient temperatures or case airflow are abnormally high then you might have to take other steps to ensure that the cards are kept at acceptable temperatures.

Make sure you case is well ventilated and make sure your you gpu has a somewhat agressive fan profile on it if you want to keep it cool

The cooler a GPU comes with is capable of keeping a card cool under most circumstances when they are clean. Keeping the cards clean is a best way to ensure that the coolers are operating at optimum efficiency. If your ambient temperatures or case airflow are abnormally high then you might have to take other steps to ensure that the cards are kept at acceptable temperatures.

I live in India where ambient temperatures are around 30-40 C

Most manufacturers have an overclocking tool (like EVGA X Precision) that allows you to set a maximum temperature, where the GPU will downclock once that temperature's reached. If you want to promote longevity make sure that temperature is set below 80°C.

That temp is pretty silly so I would suggest that you get a card with an aftermarket two or three fan cooler like the DCU II or the Windforce to ensure that your card stays cool. If that isn't enough and you aren't able to do anything about the ambient temperature in your house then there are other aftermarket options from http://www.arctic.ac/us_en/ that are relatively inexpensive and beefier than most coolers that come on aftermarket cards. You could go a bit more in depth and get a Kraken g10 and use an AIO to cool the card too. I can't really tell you much else as exactly how a card will perform for you is only something you will know once you get your hands on it.

Well I think that a three fan card is bare minimum as currently the temperature is 37 C outside and 32c inside!
