According to Gigabyte my GTX 970 G1 should top out around 1329Mhz on the core but under load my max power usage is only 70% and my boost frequency is around 1400+. When I add full voltage I get around +25mV and I can easily get another 100Mhz out of the core to bring me topping out at 1505Mhz and still only be around 71% power usage on the card. Did I get a good overclocker or do all cards act like this?

I heard some people hardly getting past 1250Mhz and some getting way over 1350Mhz so I'm not sure how well this card overclock.

They all seem to act like this, 1500 on core is about normal for a g1, slightly better for other cards. Of you hit 1500 with 0 added volts very good, hit 1600 with/without extra volts, you did very well. Temps really should be sub 65c most the time.
