Not doing my build till November but I'm expecting the 9xxx cards to be considerably more expensive than the 7xxx cards and I'm trying to make a set plan from now, should I decide on two 7950s or wait to consider the 9xxx?

I would consider the 9xxx since they are on new gpu cores unlike Nvidia's 700 series

As your making it in November try to calm down, I remember how excited I got so wait to the next release as anything can change, whichever setup you go for will be great anyways as the 9000series will be awesome and the xfire 7950s are awesome as well.

Wait a bit longer. Sales might make 7950's very appealing.

If you ever need help with a build, read the following before posting: http://linustechtips.com/main/topic/3061-build-plan-thread-recommendations-please-read-before-posting/

Not doing my build till November

can you wait?  Or do you want something now?

Yeah. Right so, imo w8 till November and if you spot any amazing deals on 7950 by that time, get them! If you didin't get 7950s by that time w8 for benches of the new gpus. The new gen will probably be not THAT better than this one but who knows, i have been proven wrong in the past :D

Oh yeah, didn't notice that. Well if you're doing your build in November then don't buy ANYTHING now, wait till November.
