hey i wanted to know if there was any one here that can make this photo a 20x30in 300ppi with out losing quality?

Other than creating it yourself, its not possible.

Its possible if somebody used illustrator and traced around every letter and object

Do you have illustrator? you could trace over the objects and create new ones that are infinitely scalable - might be able to do it in photoshop im not sure

possible, but not really worth the trouble in my opinion, since the difference is quite big.

 

edit:

not really sure if allowed to post this here but /p/ on 4chan has image modification threads, they seem to be able to do quite a lot.

May the light have your back and your ISO low.

i did go to /p/ and they did help me here is the final result
