i don't know if its a windows 8 thing or not but when i was playing stressful games like shadow of mordor the task manager would show my cpu boosting up to 3.9 ghz but now windows 8 task manager shows it only hits 3.5 (turbo boost in enabled in the bios)

My speakers dont even fit on or under my desk...PA's FTW

Totally normal behavior. It only boosts when needed, if possible.

Better not use task manager. It is largely inaccurate when your overclocked.

Intel Turbo Boost speeds up your processor, above the rated operating spec when you run more demanding tasks on your PC. This is like a "smart" self-overclocking feature, but it only works if the chip is within its thermal limits, much like nVidia's Turbo Boost 2.0. So this type of behavior is completely normal and yous houldn't eb worried about it.
