Well I haven't experienced this with my 4690k because it is overclocked. Did this happen before or did it just randomly start happening.

I've had an issue where when EIST (Intel Speedstel) is turned on in my bios, my clock speed is limited to 800mhz?? Really confusing, turning it off means it runs at 3700- 3900mhz constantly. I don't know what is making it do this?

Test it under load,

 

I have configured my cpu to run at 4.5Ghz/1.23v at max load and when at idel or low usage it will go down to 800mhz/0.7v

No it sticks at 800mhz whatever the load! It worked fine to start with, then it started to limit at 800mhz, so I did a whole lot of diagnostic and found that it would stick at 3500mhz if I manually set the multiplier in the BIOS. Then I saw that my BIOS updated itself and decided to have another go. In the newest update Intel turbo and EIST have been added so i tried resetting my BIOS so its set to auto (dynamic) clock speed and still no change, until I disable Intel speedstep!

Unless stress test prove it wrong, that is extremely normal. This is because Haswell has a very low sleep state
