Hello, I recently got a 980 but realized that my fans are not always on. For example on idling around 40c to 43c the fans are not on unless I specify. Is this a problem or should I always leave my fans on at 100%. If I have missed anything ask please tell me.

That can be a feature of your graphics card. A lot of manufacturers do that now, that the fans don't spin until they're needed, so your rig stays quiet.

I assume your 980 isn't a reference design, but you should be fine. Some cards turn off the fans when they aren't needed to extend the life of the fans and for quieter operation. As long as your temperatures are fine you should be fine.

What are OK temps for idling and game play?

Yeah, that's a feature of the twin frozr V. When idling, the fans won't spin up, it's only when under load or it goes over about 60C that it will spin up, so don't worry about it unless they don't spin up at all.
