Whenever I play any steam game, even things like Metro on Ultra, my computer is decently quiet, but the second I turn on minecraft the h100i pump starts ticking really loud and my fans ramp up WAYYYYY more than needed. I have also noticed while ingame, when I look around at different object the rythm of the ticking and sound of the fans changes. What can I do about this?

Turn up the sound for the game so you don't hear it.  Wear a headset?  I know that is not fixing the sound issue with the actual pc but it would help.

I already wear a headset and I can hardly hear it over that but I still want it to be fixed because its very annoying

If you do a search on Minecraft you see loads of people complaining about this problem in terms of the game making their pcs make loads of noise when playing it.  Just Google and you will see what I mean.  As for solutions they are all over the place and many are not helping anyone.  I guess the answer may be this game is poorly optimized?  I also see people saying to try and shut off apps in the background that are running that are taking up resources while playing this which makes sense as lowering usage on the pc will allow for the cpu to do less and run cooler likely.

Too many ****ing games!  Back log 4 life! :S

As said, its all about Minecraft being extremely CPU hungry to the point where utilization is high. Which eventually would result in higher temps. You can fight this by setting custom fan curves and allowing your CPU to heat more during gaming.
