A third party thing MAY be made, but do keep the possible consequences in mind.

Sony MAY illegalize this, and may ban you from PSN for using third party things.

In the current age of gaming, consoles are hard wired to make sure that you can't crack games. This makes Emulation and other third party stuff hard to make and get.

 

What you CAN do in theory, is not stream your PS3, but stream your TV screen. The stuff required for this could be expensive, but it's possible theoretically.

It depends:

  • Do you want to stream over networks to another network? Theoretically possible, but may turn quite expensive and have bad video and audio quality, along with a lag.
  • Do you want to stream within the same network? Practically possible. Will still require some kind of TV to android hardware, and some way to connect your DualShock controller to your Phone. It will require a lot of research, but you should be able to pull it off. Remember that bad video and audio quality, along with lag, may still appear. 

Theoretically not. Only reason why PS Vita can pull it off is because it's powerful and officially supported.
