Well i stumbled upon this, and looked like it could help with the air flow in my machine, but i'm unsure; has anyone used these, and if so would your recommend them? http://www.newegg.com/Product/Product.aspx?Item=9SIA24G28M7085&cm_re=pci_slot_cooler-_-35-209-052-_-Product

You can use it if you really want, but i don't recommend it. installing extra airflow optimized fans would be better, or upgrade the current ones, or getting a new case. But the effect of the pci-e fan is quite limited, and it's going to be loud because you can't control it.

Apparently this one is not exhaust, would it be worth it if it put air directly on the video card?

Looks like it would be loud as fuck since it would always be running at 12v.
