I think for the same price you could get a EVGA 850W Bronze (just for headroom)

Nvidia is to Dr Dre Beets as AMD is to KFC.

One makes you broke, the other you can get more of and have a midnight snack from the fridge when hungry again. Once you go Nvidia, you go broked, turn into an Elitist, or get the incorrect amount of VRAM.

should i go with win 7 or 8.1 ?

Your choice. 8.1 behave better with multiple monitors, and performs faster, but many people still prefer 7 (and it'd native start menu). They will both allow you to upgrade to Windows 10 for free, so you won't be using it for too long.

8.1 because it is less taxing on your rig. However as @RazrLeaf mentioned we are all getting upgraded into windows 10 so it doesnt really matter

No, you just get the start button. No menu. It still takes you to the metro UI.
