Best OS for my Netbook?

Windows 8.1.

Not possible.  8.1 needs at least 1024x768 to function properly.  Most apps won't run on a 1023x600 screen.

 

@ OP : Elementary sounds about right for a netbook.  I put Ubuntu and Mint on Acer Aspire ZG5 netbooks in the past, and the expected performance just wasn't there.
