Just run Win7 setup from a disk or USB boot drive. It will have to format the drive if you do this so make sure to back stuff up.

Its the same process for Windows 7 & Windows 8.

 

Download the Windows 7 ISO

Create a bootable USB key: http://blog.powerbiz.net.au/fixes/using-diskpart-to-create-a-bootable-usb-of-windows-8/

Boot off the USB key

Do a clean install. This will give you the option to delete the partition/drive.

Create a new partition, install

So I downloaded a pirated version of windows 8.1 pro on a Toshiba laptop, but I previously had windows 7 installed on the laptop. How can I "clear" windows 8 and restore it to windows 7?

First of all, bad move to say pirated :P.

But just try to install it, it should say downgrade to W7.

I am trying to load windows 7 on a Dell XPS L501x due to a hd failure.  Install new wd black, however the dell system won't let me install the same OS.  Tried everything, have'nt had this problem on the inspirion laps.  Anyone have any ideas?  Tried different drives...they all are set to go...when the window comes up that shows installation partition, the window is blank.  Although the drive shows in the bios.
