Mouse issues in windows

So my mouse has been acting weird lately, but only in windows. If I go into any windows files (the explorer or anything file related) it automatically selects the top  thing and goes to name change, if i try to click on something else it goes straight to name change, as if i had double clicked the name of the file, the thing is it refuses to deselect that file and i have to  click on my background to then reselect a file to try to move my way down the list. It only acts like this on the explorer, if I go to my browser or steam for example, my mouse acts perfectly fine, so I don't know if it's a hardware issue or a software issue. I tried restarting my Comp but it didn't change anything. What should I do?

Try it on a different machine?
