Hi, I have a Samsung Note 4 and looking at buying a Qualcomm Quick Charge 2.0 Tenergy 18W Turbo USB Universal AC Wall Adaptive Fast Chager.   Are there special USB cables you have to get to take advantage of this technology?    I see speical Quick Charge 2.0 cables listed on Amazon and I see other standard USB cables with reviews saying that they work with Quick Charge 2.0.    Are Quick Charge cables design different?    Thanks.

I highly doubt it. Any cable should work fine.

Every cable is different because of the resistance of the wires inside the cables. A more expensive cable will have lower resistance and thus, higher current flowing through the cable (voltage divide resistance is current). This is why the really cheap cables that you can get from various sellers on ebay do not charge as fast as the cable that comes with your phone.
