here's what I would do. Its a little brutal, but its the best way to get the maximum performance for your money. I'd get this:

 

 
Memory: Crucial 4GB (1 x 4GB) DDR3-1600 Memory  ($29.99 @ Amazon) 
Video Card: Zotac GeForce GTX 750 1GB Video Card  ($97.99 @ NCIX US)

and then I'd get a Q6600 and a socket 775 motherboard off ebay for around $25 for the CPU and $40 for the motherboard. APUs aren't good for maxing out things at 60fps, even if its just CS:GO.

i'm planning on upgrading my PC later and adding a GPU the APU is just a temporary set up

You want more and you want faster. I'd go 8GB of 1866MHz minimum (can go faster but the biggest gains in FPS are from stepping up from 1600 to 1866, it's diminishing returns after that).

 

EDIT: Actually looks like the older Trinity APU is limited to 1866MHz, so go for that.

Will easily play at 1080p at around 45FPS on low/medium settings, then you can add something like a GTX 750 or R7-260x. APUs are alright, but the actual cores are quite weak, and this game is not optimized for more than 2 cores. You can even try getting a pentium/motherboard combo with a cheap r7-250 GPU and it will possibly get 60FPS on medium/high.

i was planning on getting a r7 260x or r9 270x would it have a problem/mess with the APU's GPU?

I believe you won't be able to crossfire it with your APU and if you can, it will likely impact performance more negatively than positively. Still worth getting though, just don't run it in crossfire.
