My budget is ~40euros and for that money I found deepcool lucifer has a pretty good performance for that money keeping in mind that 212 evo costs 30 euros and peforms ~5-8C worse on OC and I'm definitely going to OC my 8320. It has high but it fits in my case. Should I go for it?

The Deepcool Lucifer is exactly would I would recommend. Unless you can find a U14S for 40 EUR. :P

 

Put some decent fans (stock ones are shit) on the Lucifer and you'll have a nice lil cooler there.

Fans that come with a cpu are usually bad for everything. It's just how companies cheap out.

Specs for the fan seemed to be more or less good, kinda dont want to buy a 15euro fan for a 40 euro cooler :D

Meh, there are better fans out there.  Deepcool seems to have allocated much of the production costs for the Lucifer in making a very good heat-sink. 

 

Of course, you can try out the stock fan and see how it fairs. Later on get a premium fan for it, if it disappoints.

Be Quiet Shadow Rock 2 is about 40 EUR and great.

Enermax ETS-T40 seems to perform better and costs 10 euros less

I found this SilentiuPC Grandis XE1236 (Im also hearing the first time about them) but it seems that on techpowerup.com it performs pretty well and it 40 euros
