I'll take a shot at it. Why not, if you call them they probably tell you to turn it off then back on again. 

So the basics.
1. Are you paying for HD channels and are those channels that are suppose to be HD, HD?
2. What cable are you using to connect the 2 devices?
3. SD channels are going to be in 4:3.
4. If you connect a device that actually spits out 1920x1080p is it detecting correctly on the TVs?
5. ?????
6. Profit.

SD isn't 4:3, hasn't been since about 2005 when it was last cut off all over the and world filming in 16:9 for TV became a standard. If the show you're watching is old and filmed in 4:3 that is different, however OP is saying that the 16:9 shows (recently filmed) are cropped to 4:3 which is wrong and I don't see how it could possibly be AT&Ts fault as they wouldn't have a reason for doing it.

sd channels are 16:9 i confirmed with internet version

but they crop anyway

 

when they give free hd channels most of them are 4:3 crop

 

They are just dicks

All of our SD channels come in 4:3 here. DirectTV, South Carolina. If I turn off image stretching they fill a square with black bars on the side.

I have Dish Network and my friends and family have Comcast. ALL SD CHANNELS ARE BROADCASTED IN 640X480i.

The OP probably is just receiving SD channels, nothing crazy about it. 100% normal.

That's the wrong question. 16:9 content is all filmed in 1080p. What they do is resize and rescale then distribute it. So the real question is, why don't they just give it to you in the native resolution it was recorded in?

The answer they will give you is compatibility with older TV sets. Their cable box has to support the old lady across the streets TV as well as yours. Your TV can display a 640x480 image, while hers can not display a 760x480 (or whatever that ungodly resolution is) image. The weakest link in the chain.

Honest opinion here is that they should just do away with support for older TVs. Start by broadcasting EVERYTHING in 1280x720 and then go from there.

in the settings of the dvr you can chose your tv type and wether to show 4:3 or 16:9

so in that case, 

they should have a communticaiton if you have a 4:3 tv you get 4:3

and if you set your tv at 16:9 should be 16:9

I mean they put the functionality into the dvr/recivers, it should may as well work correctly.

Because they are AT&T and you are paying for SD so they go out of their way to make sure it is shitty?

This guy does not lie. In my home town fiber has been laid down everywhere. From point to point. My current home has fiber internet, but my maximum speed available is 12Mbps by 2Mbps. What they are doing is waiting for competition to step up (cause everyone here knows its coming soon) and when completion comes in with 100Mbps by 25Mbps (just throwing a number out there) they can "magically upgrade" their service to 50Mbps by 10Mbps (once again just numbers) and this will keep most people content because they just got "faster internet" for "free".

I wish I was joking but I am currently on that "awesome" 12 Mb/s down you speak of too. We get 12 down 1 up. There is a giant shipping logistics warehouse near by (<150 ft) so they have some serious connections running down our road. Yet the max package they offer is 18 and 1 which isn't available in our area... Their competition is Charter, which offers 60 and 5, but your bill is rolling the dice. It is never the same each month and then charges will appear. Charter's service is also inconsistent, it will be down for no reason.
