Do I need a capture card to stream?

If you want to stream to twich and have a fairly recent nvidia gpu you can use gpu accelerated recording and streaming with shadowplay.

Depends what he's streaming from.

What are you streaming from?

 

If PC, then no. If console, yes.

Someone told Luke and Linus at CES 2017 to "Unban the legend known as Jerakl" and that's about all I've got going for me. (It didn't work)

If youre streamign from PC no, you just need a program that can stream like DXTory OBS, shadowplay, and many others.

Keep in mind if you shop for an HDMI one, check the reviews before dismissing it because of a low rating. A lot of people don't understand HDCP and how to strip it, and rate them down as not working because their PS3 or something didn't work on it.
