Thanks to porting work done by SamMobile an in development version of android 4.3 has been leaked and is available to download. Even though it's still in development SamMobile claim every feature will work correctly. This is still a prototype driver flash at your own risk if you decide to do it.

How did GS4 get 4.3 before it even got confirmed or announced for Nexus devices? What are the new features?

Its a leak and you would have to flash your GS4 to this prototype version to find out.

Im running Google Edition 4.2.2 atm because I get to have root access. Afaik 4.3 is smoother though it has its issues (it's a test build).

EDIT: here are some features introduced in 4.3

Intel i7 5820K Asus X99-A | G.Skill 2133MHz 4x8GB | Asus STRIX GTX980 | 500GB Samsung EVO 840 | Corsair AX760W | Qnix WQHD Matte | Windows 10

Officially it hasn't even been released. So far only a few screenshots of a N4 running 4.3 in some Expo in Thailand (more info here) and this are known.

There may be many more differences in the final version but so far the only differences we know of are some tweaks to the camera interface and Bluetooth Smart technology.

Android Authority just released an article about all the new features from the leak : http://www.androidauthority.com/android-4-3-leak-new-features-237212/

To sum it up:

Tweaked camera UI

Always on Wi-Fi (for positioning)

Bluetooth LE support (finally)

a few new developer settings

it's even a tinier update than 4.2...

Not really, it still gets its updates through Samsung, not Google, but it should definitely get its updates way before the TW version, not to mention SamMobile actually said it had to be ported from the N4 yet the N4 version is nowhere to be found :p.

More info: http://blog.gsmarena.com/good-news-for-smartwatches-apps-can-read-and-dismiss-notifications-in-android-4-3/

Two new feature were found, the first is a Notifications screen which serves as a history of your recent notifications

gsmarena_001.jpg

The second allows apps to read what notifications are displayed as well as dismiss and interact with them. GsmArena suggests this could be aimed towards smart watches or apps which allow you to interact with the notifications through other devices such as PCs. There is also the possibility of having replacement notification areas, (similar to how you can have replacement keyboards and launchers) which would be awesome for customization :).
