I ran a stress test on a stock 4790k during the stress test is boosted to 4.4ghz obviously, but I was wondering about the voltage. In CPU Z, it said the voltage was 1.217v.
Is that good voltage? Everything is stock btw.
Should I lower the voltage and if I should, how do I do that?

Yes, that's good.

The limit I would say is around 1.28-1.3 V for everyday use.

That is a normal core for a 4790k. Lower the voltage a tad to save power but not much or else you will make it unstable. But it's safe to crank it up to 1.3 if you want the move mhz out of it.

It the highest auto puts it when doing turbo. Nothing more. You don't need to touch it unless you are going to either do over/underclocking or, as said, try to save power.
