Well, how much is a 4790k+z97 board + ssd where you live? (if you're in the US, then it would be like $500~, in which case I say you have to ask yourself if having an extra computer would be useful for the extra $200)

/your ram will work with the new parts anyway.

On ncix the 4 parts only ( ssd , ram , cpu , mobo ) are 959$ without shipping and taxs.

I know I save money, but I just wanted you guys advices.

Do it... That's a great deal, and if you want, keep that computer in one piece and spend the money you saved on a new GPU and voila brand new nice computer and an old one for any other uses you might have

Assuming you trust the person you're buying from!

Prove it.

well i f just built a pc that was worth around that price, if not more expenisve at the time, why would i sell it? and i am speaking from experience here, a friend of mine bought a pc that was uses, similarly claimed to be a month old, take a look inside and its got a nice layer of dust. again.. just wouldn't trust it to be ONLY 3 weeks old...

i don't believe they are 3 weeks old. and you can get the parts that you need for an upgrade for far cheaper then 650 or 700

Prove it.

I don't understand how you read that wrong.  You can't prove whether the seller is telling the truth, that was not the subject to address.  What I was referring to was proving that you could find parts of similar (or better) performance for less than $700.  Are you avoiding the obvious challenge?
