I have both lying around and was wondering which would be better for general use tasks such as browsing the web/youtube/netflix

If its not for gaming I would use the one with the lowest power use

Power use does not matter, I need to know which one is more powerful from a performance standpoint

Intel integrated graphics is better than a hd 3450 so if you have a recent intel cpu just use onboard.

the intel integrated graphics is a better choice than either for those tasks.

Yes, the integrated graphics on this core 2 duo will be much better than a dedicated card

For web browsing? Yes it will. You won't get any driver hassle, and the performance is 100% irrelevant in web browsing. Unless you ahve a monitor with a resolution that the integrated graphics don't support and the dedicated ones do, which i doubt, there's no reason to use either card.
