How much power for overclocking?

I think so, but 650watts would be ideal

Yep. Most it'll ever pull on air will be ~300w with a modded BIOS, and that's not a 24/7 use case scenario whatsoever so you'll be OK

No, a decent 550w is already more than enough. 650w is overkill.
