I would say get a single 970 as it is not necessarily a problem more of a bug

becuase there are problems with the gtx 970 should i get 2 960 to match the performance of the 970 i was going to get will it run better? also which 960 is the quietest?

Get two R9 280X's instead. both have problems, the former with memory and the latter with just bad performance

Agree with everyone else. Avoid SLI 960's since they are hamstrung by the low VRAM. Get a single Gigabyte GTX 970 G1 Gaming http://www.amazon.com/Gigabyte-GeForce-Graphics-GV-N970G1-GAMING-4GD/dp/B00NH5T1MS/ref=sr_1_1?s=electronics&ie=UTF8&qid=1422151260&sr=1-1&keywords=970+g1+gaming. The overall performance would and long term value would be much better than a pair of 960's. Another option I would recommend is a single or Crossfired R9 290's.

Cooler Master HAF XB EVO, ASUS Maximus VII Hero, i7-4790K @ 4.5GHz, Corsair H100i, EVGA GTX 980Ti SC, Corsair Vengeance Pro 2X8GB 1866Mhz CL9, 2X Crucial M500 960GB, EVGA SuperNOVA 1050 GS, ASUS ROG Swift PG278Q w/ nVidia 3D Vision 2

960's in SLI are beating a 980 in BF4 at 1600P. How exactly is the 2GB of memory hampering the card?

Only if 64 > 65. Also, the significant thing is the minimum framerates. Yes, it will have high averages, but 2GB VRAM will give you noticable and sudden drops

I really don't understand buying two gtx 960's up front.

Sure, I understand that for some people buying a single gtx 960 is a valid investment.  The card does stuff.

Down the road you have the option of getting a second, presumably when prices come down and the card gets a bit too old to handle newer titles.

But if you have the cash flow ($400 or more) to purchase two gtx 960's right now, then there are far better ways to spend that $400 that yield better results and/or give you a better upgrade path.

Just get the 970 or 290x/290. Multi-GPU is quite troublesome, you may end up without proper support in many games.

because the r9 290 beats it?

Fresh from the oven sir.

Single 970

960 has too litte vram for sli -_-

“It would seem that Our Lord finds our desires not too strong, but too weak. We are half-hearted creatures, fooling about with drink and sex and ambition when infinite joy is offered us, like an ignorant child who wants to go on making mud pies in a slum because he cannot imagine what is meant by the offer of a holiday at the sea. We are far too easily pleased.”

I recommend a single 290x.

I wound t touch a 970 with a ten foot pole at this point.

Just on a moral standpoint i will boycott nvidia because what they have done is shady

beyond belief.

The dirty business practices that they employ in this and things like gameworks rigging discuses me.

They knew that the 970 had a big memory problem and they choose to sweep it under the rug.
